1. Season the chicken thighs with salt and pepper. Set aside.
2. Mix all the ingredients for the Honey Garlic Sauce in a bowl until the honey and sugar are fully dissolved. Set aside.
3. Turn on the Saute mode on your Instant Pot. Once heated, add 1 tablespoon of cooking oil and pan-sear the chicken thighs until both sides are nicely browned.
5. Pour the honey garlic sauce over the chicken and cover the lid. Select Manual mode and set to High pressure for 10 minutes.
6. When the timer beeps, turn to Quick Release. Once the valve drops, carefully remove the lid, add the chopped parsley, and serve immediately with the honey garlic sauce.
